Its because comedic stuff don’t have much focus in the Pokemon anime only in the early days of Pokemon anime.

We wonder why ash never evolved his bulbasaur. i put it together and realized if he evolved bulbasaur it would of been another torterra

Also Bulbasaur forced itself not to evolve. Their was an episode revolving around a season where Bulbasaur gather and evolve in masse into Ivysaur and Bulbasaur actually forced himself not to.
