the way that i see it, from both anime visualization and overall themes, it's them being metaphorically locked into blue lock. they're chained to their resolves of becoming the best striker. in the anime, the chains snap around their necks when they were admitted into blue lock- simply meaning there was no going back now.
i think with the world class players such as kaiser and ness, it's a little different for them. kaiser's shackles are clear which i think means he's not necessarily locked in as the blue lockers are, but he does have similar resolve- to be the best. ness' chains have blue roses weaved into them which i think showcases his devotion to kaiser. and they look like any other blue locker's chains, but looking at his character, it means something different from theirs. ness is chained to bastard as he is their beating heart and the blue roses symbolizing his connection to kaiser.
ego has chains as well, which i think is pretty interesting. i think its showing how he's the connecting force between the blue lockers as he has multiple chains coming from him. it could also be him locked into HIS resolve of CREATING the best, rather than BEING the best.
oliver's a little harder to argue. he IS technically a part of blue lock now but his cover came out way before that. i guess it could be seen as, since he's pulling on his chains, he's fighting back against the authority that shut him down as a striker. bear with me, i never really thought about the symbolism for oliver's volume cover so i jus came up with this on a whim soooo
sae is also a little tricky cause his chains are glowing and decaying. the chain links closes to the collar thingie are decaying while the ones farther away are glowing. similar to oliver, i never really thought about sae's volume cover like this so this is all on a whim so bear with me. i think it could be connected to how sae's resolve to be a striker crumbed when he was away and he found a new resolve and dream elsewhere in another position. again, this was on a whim so if i completely missed the mark uuuhhhh you didnt see this
basically, from the way i personally see it, it really varies on the character that's being showcased.
blue lockers- being chained to blue lock and their resolves to become the best. there is no going back for them now.
kaiser- not necessarily being chained to blue lock specifically, but still chained to the same resolve of becoming the best
ness- chained to his team as he is their anchor, devotion to kaiser through visualization of the blue roses in the chains
ego- the connecting force between all blue lockers, the main hub, also chained down to his resolve of CREATING the best
oliver- fighting back against authority, becoming the best defender to crush all fowards
sae- decaying chains to represent his dying dream and the glowing chains for his new resolve and ideals
