Honestly when it comes to how Khan both loved and stayed far away from Uzi, being both incredibly neglectful yet still incredibly overbearing.... I think it makes the most sense he straight up wanted her to distance herself from him because he thought HE was the problem for her— I mean he thinks she's popular and well loved by her peers with tons of friends after all.

He wanted her safe, and if he blamed himself for what happened to Nori, which is very likely exactly what happened considering he was the one to put her out of her misery, Khan thought Uzi being around him meant she wasn't safe.

He wanted her at home and safe and protected and cared for and loved, but he couldn't let himself be any of those things or else she'd be in danger of him, entirely unaware he was just setting her up for life as a total outcast and striving so damn hard to make him proud because he's all she... Kinda... Had.

It's why a few of the WDF workers knew of her and spoke of her fondly, because Khan would talk good about her and her achievements, just not where she could hear. Because that's dangerous, and she can't know he's impressed at how much she's learned. And if he gets too close, what would keep her safe from him?

It's a bunch of hypocritical stuff, but he was too busy keeping up all sides of the act at all times that it doesn't occur to him to just let her in and listen to her, even as he fought to protect her from everyone including herself.
