Urge you to order immediate F.B.I. investigation of whereabouts of Leroy Collins and Henry Lee Loggins of Mississippi both Negroes. They were referred to constantly during trial but have been missing since abduction and lynching last August of14 year old Negro boy name Emmett Louis Till. Have information from reputable source who attended Till murder trial in Sumner, Mississippi but now in New York that there are persons in Mississippi having information which would aid Federal authorities materially. My source ready to cooperate only with United States Dept. of Justice. More than 15,000 New York citizens of many races, labor, civic and religious, passed a resolution unanimously at mass rally at Williams Institutional C.M.E. Church in New York City, Sunday, September 25th urging prompt intervention of your department. Rally was called by Brotherhood of Sleeping Car Porters, A.F.L. to protest the lynching of 14 year old Emmett Till at Money, Miss. and the freeing of his murderers at Sumner, Mississippi. Resolution following today by mail. Would appreciate reply at your very earliest convenience.

MR. SMITH: Good evening.

The television and radio stations of the United States and their affiliated stations are proud to provide facilities for a discussion of issues in the current political campaign by the two major candidates for the Presidency.

The candidates need no introduction. The Republican candidate, Vice President Richard M. Nixon, and the Democratic candidate, Senator John F. Kennedy.

According to the rules set by the candidates themselves each man shall make an opening statement of approximately eight minutes duration and a closing statement of approximately three minutes duration.

In between the candidates will answer or comment upon answers to questions put by a panel of correspondents.

In this, the first discussion in the series of four joint appearances, the subject matter has been agreed will be restricted to internal or domestic American matters.

The Secretary of the United States for the Department of Foreign Affairs, to whom were referred certain official Papers delivered to Congress by the Delegates of Massachusetts on the 19th Inst. relative to attempts of the Province of New-Brunswick to extend their jurisdiction to Moose Island &: - Reports

That in his opinion the advice given by the Council to his Excellency the Governor of Massachusetts on the 9th Instant was proper, and that as one unopposed Encroachment always paves the way for another, the Commonwealth of Massachusetts be advised by Congress to proceed without Noise or Delay to garrison such Places in their actual Possession as may be most exposed.

Your secretary proposes by these Garrisons to support the Inhabitants in their Allegiance, and

and to overawe New Brunswick peace officers, whom impunity might tempt to be insolent and troublesome. He thinks these garrisons should not be so large as to give alarm - that they should be under select and discreet officers- that they should be formed by immediate Detachments from the militia of some of the other Counties, be at continental Charge and be, as few as may be relieved by Detachments from the continental Troops raised or to be raised for the Frontiers. That they should be ordered never to pass our Limits, and to act only on the Defensive, or when called upon to support the civil authority. However delicate this measure may appear, it may in the opinion of your Secretary be safely confided to the Prudence of the Governor and benefit of Massachusetts.

Nothing should be done to provoke hostilities on the one hand, and on the other it must be remembered that too great and manifest reluctance to assert our Rights by Arms, usually invites Insult and Offence.

Your secretary is very apprehensive that to permit these Disputes to remain unsettled will be to risque mutual

mutual acts of violence, which may embroil the two nations in a war. He therefore takes the Liberty of calling the attention of Congress to a Report he had the Honor of making to Congress on this Subject the 21st April last.

Your Secretary things that no Nation can consistent with the experience of all ages, expect to enjoy Peace and Security any longer than they may continue prepared for War and he cannot forbear expressing his Fears that the United States are not at present in that desirable situation.

As the 11th Article of the Treaty of Alliance between his most Christian Majesty and the United States _ _ contains an explicit and perpetual guarantee of all the possessions of the latter, your Secretary thinks it would be advisable to apprise the Court of France of the Disputes in question, that his Majesty may co-operate with the United States in measures proper to bring about a Settlement of them. In his opinion, these measures should be formed and pursued in concert with France, and in such a manner as that she may have no just cause to be dissatisfied, or to say that as we acted without her concurrence, we alone are to be

be responsible for the consequences.

All which is submitted to the wisdom of Congress.

Japanese forces and all forces under Japanese control wherever situated to surrender unconditionally themselves and all forces under their control.

"5. We hereby command all civil, military and naval officials to obey and enforce all proclamations, orders and directives deemed by the Supreme Commander for the Allied Powers to be proper and to effectuate this surrender and issued by him or under his authority and we direct all such officials to remain at their posts and to continue to perform their non-combatant duties unless specifically relieved by him or under his authority.

"6. We hereby undertake for the Emperor, the Japanese Government and their successors to carry out the Provisions of the Potsdam Declaration in good faith, and to issue whatever orders and take whatever action may be required by the Supreme Commander for the Allied Powers or by any other designated Representative of the Allied Powers for the purpose of giving effect to that declaration.

"7. We hereby command the Japanese Imperial Government and the Japanese Imperial General Headquarters at once to liberate all Allied Prisoners of War and civilians internees now under Japanese control and to provide for their protection, care, maintenance and immediate transportation to places as directed.

"8. The authority of the Emperor and the Japanese Government to rule the state shall be subject to the Supreme Commander for the Allied Powers who will take such steps as he deems proper to effectuate these terms of surrender" and

WHEREAS the terms of surrender were, on the 2d day of September 1945 as given by the United States, the Republic of China, the United Kingdom, the Union of Soviet Socialist Republics and their allied powers, accepted by the Imperial Japanese Government, and

WHEREAS on the 2d day of September 1945 the Imperial General Headquarters by direction of the Emperor has ordered all its commanders in Japan and abroad to cause the Japanese

Crew employed keeping floating debris from station and securing boats during forenoon.

About 1 o'clock P.M. Keeper and two surfman with dinghy tried to rescue the people from Fort Point Lighthouse, it being though that that building would be washed away in a very short time, but they could do noting, the wind taking the oars out of the row-locks and sweeping the boat on to the jetties. They got back to the station with great difficulty.

Keeper than got Race Point surf boat under the lee of station (the wind being Northeast). Between 4 and 5 o'clock P.M. decided to abandon station, and all hands got in boat. The sea at this time was heavy, and immense quantities of wreckage (stringers on which the track was laid) was being swept by the station, and it was thought that the boat could not live a minute, but would be stove to pieces. The water at this time was about three feet from the top of the gallery station, and seemed to be stationary, and keeper and crew though that the station would stand and determined to stand by the Station a little longer). Station crew then got out of the boat and worked for some little time cutting holes in floor of building, when the wind suddenly shifted to the southeast and all doors and windows on that side of building were bursted open by wind and sea. Kepper [keeper] then saw that the only hope of escape was by taking to the the lifeboat (which was in the boat-room) and then tried to open the doors on north side of building in order to get the boat out. While thus engaged a sea broke through the boat-room, lifting the life boat from the carriage and throwing it against the beach cart, breaking a hole in Boat. The crew then took axes and tried to cut the doors open, while some of the other members of the crew for into the Life boat. The boat at this time was lying broad-side against the doors, and it did not seem possible that it could be gotten out, and there was great danger of the building falling and crushing the people in the boat. Keeper saw that nothing more could be done, and told the crew, who up to this time had been carrying out orders, that he could not tell them what to do; that if they could think of any plan to save themselves to try and do so, and that he with his wife was going to stay in the life-boat. Some of the men appeared to think that they would have a better chance for their lives in the upper floor of the building, and three of them gained the stair way and got up there, passing down ropes on the out side of the building for the others. Upmto [Up to] this time keeper and his wife were in the boat, but the sea was breaking over them, boat was on its beam end, and keeper's wife begged him to try and get her into the upper story. Keeper and wife gained gallery way of station from which keeper attempted to get his wife to upper story by tying rope around her body, lifting her as high as he could and having men above haul her up over roof. While attempting to do this, gallery way on which keeper was standing gave way, and keeper was swept off. Simultaneously the life boat was swept out of station and keeper was swept to bow of boat. Keeper had just time enough to shout to men on roof of station to do all in their power to save his wife, when the boat swept away from station.

A few seconds afterward keeper discovered surfman Mart Munson clinging to boat. About five minutes afterward heard a voice and discovered Surfman W. D. Davis also clinging to boat, and he was pulled in.

About 11 o'clock P.M. the boat stranded about 1 or 1 1/2 hours later when the moon came up keeper and surfman named above found that they were in Texas City. They went to nearest house where they found some 20 or 25 other persons who had taken refuge there from the storm.

The next morning at daylight keeper with Surfman Munson and Davis searched the beach for any survivors from station, and found that John Haugland, W. A. Reed, and Roscoe Burrus had been saved. These men stated that immediately after lifeboat was swept away the station collapsed, they drifting a shore on boats and other floating matter. Keeper then divided the survivors of the crew and made a systematic search along the beach for miles, but could not find any trace of the other persons who were in the station. Keeper and crew found shelter for the night on the steamship "Kendal Castel", which had drifted to the shore during the storm.

Keepers judgement is that if all hand remained in life-oat five minutes longer all would have been saved.

Station was totally destroyed, all property and effects belonging to station lost, except boats, but their whereabouts are unknown except that of life-boat, which saved but is badly stoved and is lying about a mile and a half back from the beach at Texas City.

Keeper's watch stopped at 7.30 o'clock P.M., and he was wet some considerable time before that. He judges it must have been about 8 o'clock P.M. when station was swept away.

Had the people at the Light House been safe, Keeper would have left station early in the afternoon, as the folks at the Light House were the only ones that could have been saved east of station, and it was the opinion of everybody that the Light House would go before the Life-Saving Station.
