Camille and Jules are literally two sides of the same coin. They were forced into positions of power they never asked for, they hold the lives of everyone in the silo in their hands, they're trying their best to preserve said lives, and they're losing their shit in the process.

The gun scene is literally the visual for that, they're both at their wits end, both ready to use extreme measures -- I don't think either would have harmed the other, but they were definitely ready to pull those guns as a threat -- and both restraining themselves from using said measures.

Camille's hand doesn't shake not because she's ready to kill Jules or because she's evil or because she's just this stone cold bitch, it's because she doesn't have anyone to fall back on, therefore she can't afford for her hands to shake. Jules has a whole team that yes, depends on her, but also has her back ultimately. Camille is completely alone save for the Algorithm giving her orders and putting her in endless impossible situations.

I'm sorry to have to tell you this, but they didn't make it to Silo 17.

It's such a nice depiction of how responsibility and power fuck with your head, she's losing her grip on all aspects of her life (family, the algorithm, jules) and she's spiraling and she's lashing out.
