I use procreate to draw them (but you could use any digital drawing app or draw and then scan)
Then I print them onto sticker paper (I just buy mine off Amazon, I like the matte vinyl koala brand ones but there’s tons there to choose between) - I use an inkjet printer but there are some papers that are compatible with laser printers as well
Lastly, I have a Cricut machine to cut them, but before I got it, I used to just cut them by hand with scissors
