I mean yea you would be, but it could be possible if you play it smart, if the person is a bit popular, more chance a report will be made, so id say just try to leave the country, or state. Just more risky

I mean its quite simple, at least the way i think about it, i have fallen for people from another country, or you lure em in, or you search them out, i like to talk to the person first, get to know them, i want to show them the worst of me. Id target lonely and unimportant people though, so nobody would really see something's wrong, which is a bit tricky
