Compositing! the compositing tab in blender is really helpful for getting crazy effects or just making something look a little pixelly.
I just use two scale nodes set to nearest and a pixelate. the first scale crunches the image down to a quarter of the size, the pixelate adds the pixel effect, and the second scale node brings it back up to the final render size. (i do it this way so the pixelate modifier doesn't make him look blurry)
compositing lets you do some really silly and crazy stuff without having to change anything in your scene.
nodes look and sound scary but when you get down to it it's just putting your render through a bunch of filters.
