You get the sense they need him to be so blatantly damaged because Curze being a filth caked goblin having shrieking fits on the floor allows them to go "Well at least I'm not that! When I genocide, it's for normal reasons, not weird ones". He's the squeaky wheel of the family.

Exactly, Curze has these frequent confrontations with Loyalist Primarchs where they harangue him for being a monster and he tries to explain they're all monsters, they're all science abominations who've been weaponized by a fascist madman to brutally subjugate the galaxy, they're deluded if they think they're better than him.

But because he's just Too Much about it and doesn't cloak this bullshit in a veneer of nobility, the Loyalists can marginalize him and set themselves apart. But he's really not doing himself any favors by trying to explain this shit while trapping them in a torture labyrinth.
