I'm critical of him from a writer and designer's perspective, but that is not his fault as a character. It was his poor implementation that is the source of the issue.

I place more blame at Netease (for starting the collaboration), Ashley Wood (for his sexism and his disinterest in making an IDV-friendly concept), and Joker Studios (for his poor gameplay and lore integration). Netease and Wood get to move on and cause problems through Sea of Remnants, but Percy is left to decay. Percy fans were failed. I have multiple Percy main friends and I recall how ecstatic they were when Percy got his Paper Cutter skin the end of 2024. It was Percy's first non C-tier since 2021, and said 2021 skin was a crossover skin, so the majority of Percy fans didn't have it. He didn't have an easy accessible skin since his release in 2020 with his release skin. The quality difference between Conquerer and Paper Cutter is obvious, so Percy finally having a good quality skin was a source of celebration. Oh, how long was it again? That's four years without any options, beating other "neglected" characters like Keigan, Burke, or Nightmare.

I don't understand why everyone dislikes new Norton's skin, because I think it's great.
