The answer is that the writing makes these kind of people feel comfortable saying racist and bigoted things like "Cullen couldn't love an elf because they're not from the same race/culture and that's Not Natural". The answer is both. You also cannot ignore the fact that much of Dragon Age Lore is directly pulled from real world events and experiences when talking about the racism that is present in it. They just gave a fantasy flavoring to real life racism, and often in ways that are inappropriate in my opinion as an indigenous person. An amazing example of this is the fact that the 2nd Exalted March is just a rewritten Trail of Tears. And I could write an entire essay on all of the parallels to real world anti indigenous sentiments you can find in how the Dalish are written. So yes it is worth pointing to real life racism and experiences when discussing it, because not a single piece of media lives in a vacuum where real life has no effect on how that media was written, but esp not one that so blatantly pulls from real life events and racism in its world building.
