Why is payment due either after the review sketch or until the commission is done?
To ensure quality and clarify details before payment.
In case you have to cancel the order before it's finished.
In case you need to place the order on hold for whatever reason (ex. you don't have the money to pay yet.)
If there's a long queue, you won't have to pay until I'm actually working on your order.
Is reference needed if the character is from a show/game/movie/etc. ?
Yes.
Are anthropomorphic/furry characters allowed?
Sure. As long as the character in question doesn't go against my Will-Not-Draw, my only issue is that anthro characters aren't my forte. But I'll leave that up to your judgement of the review sketch.

OC doesn't have a reference, but does have a few pictures of clothing/features and details?
I'll be honest, I really don't like using patchwork references because how I interpret it and how you interpret it may differ. That and you need more physical details about the character for me to understand what is going on. But if it's all you have and you're ok with going into detail, then I'll do my best.
If commission request has been denied, can a different commission request be made?
Sure. If you wanted to commission something but it turns out it goes against my Will-Not-Draw, you can suggest something else instead.
