The rule could have heavy impacts towards trans people across society.
Last week, the Trump administration quietly released a sweeping new federal rule that would use funding threats to force institutions across the country to reject transgender people. The 400-page proposed regulation would codify the administration's anti-trans executive orders into binding federal policy, imposing a blanket prohibition on federal funds going toward "gender ideology"
The proposed rule, formally titled "Regulation for Federal Financial Assistance," rewrites the government-wide framework governing all federal grants across every agency. Among its most consequential provisions, it requires that before a federal grant recipient can receive money, the award must pass a "pre-issuance review" conducted by a political appointee—not a career expert or peer reviewer—to ensure it is "consistent with applicable law, Federal agency priorities, and the national interest." The regulation explicitly instructs these appointees to screen for "denial by the recipient of the sex binary in humans or the notion that sex is a chosen or mutable characteristic." [...] An institution that acknowledges transgender people exist—through its policies, its training, its healthcare, its bathroom access, its HR procedures, its name-change processes—could be deemed to "deny the sex binary" or to “support the notion that sex is mutable” and have its federal funding blocked.
Importantly, the gender ideology prohibition has no age limitation—hospitals could be targeted not just for providing care to minors but for providing gender-affirming care to adults, because prescribing hormone therapy to a transgender patient of any age could be deemed promoting the belief that "sex is a chosen or mutable characteristic."

This is all very bad and horrible, but I want to be clear that it’s worse and more sweeping than just eliminating trans research.
This torches everything. And I do mean everything.
A very abbreviated list of its ramifications include (but are not limited to):
ending funding for ALL DEI related initiatives
allowing the government to terminate grants at any point for any reason
preventing researchers from publishing, going to conferences, and being part of academic societies
requiring that topics must support the president’s agenda.
What this means, and if anything I’m under selling it, is the death of science and research in America. It allows the government to restrict any topic they please at a whims notice, putting officials who have no background in the topic in charge of deciding funding continuity. It controls what gets researched and if/how researchers are allowed to share their discoveries. There are no books to burn if the government never allows them to be written. This is fascism plain and simple.
Please, if you only ever write one public comment, this is the one to do.
Bringing back this guide to writing an effective public comment. This gives you the basics you need to know, what you need to include, a basic outline you can follow, etc.
Public comments are not a vote, it is a chance for you to say "here is an issue with this law I think you need to address" and provide justification for legal challenges if it goes forward:
"Comments raise the bar that agencies have to meet when making a rule; “if an agency fails to adequately respond to significant, relevant comments in a final rule, members of the public may seek to challenge the rule in court on that basis and claim it could be struck down.ˮ"
But also, if possible, don't stop at writing a comment. Don't stop at calling your representatives. You should ideally be talking to people in your community about this and organizing resistance on-the-ground; there is a good chance people are already doing that even if you aren't hearing about it.
Some added 101-level context from someone (me) who’s worked in federal grantmaking for 20 years and is literally certified on this document - this is a document that governs all federal grantmaking. It’s been around for over a decade and is a mega-document that combine multiple previous smaller documents that have been around for ages. It is updated every few years and generally the updates are minor - a notable change in the previous update was raising the small procurement threshold from $10,000 to $15,000 for example. Deeply dry boring minutiae that no one outside of federal grantmakers need concern themselves with. It was also federal GUIDELINES, which means there was flexibility.
This year’s is different. They are now federal REQUIREMENTS, which means there’s no flexibility. As was said previously, the 400 pages are not singularly devoted to being absolute shitheads to trans people. Theres a lot of stuff in there, some of which is the standard dry boring grants stuff, some of which is the horrible ideological warfare outlined above.
This document is issued by the OMB, the Office of Management and Budget, which is currently lead by fucking Russell Vought, the principal architect of Project 2025. This is how they’re going to implement all the horrible shit in there that wasn’t covered by Executive Order. Russell Vought is actively coming for my job, my marriage, and my kid, and most of my friends lost their jobs last year because of him. He is the fucking arch villain behind the heinous shit the current regime is doing.
So yes, please comment. You don’t have to read all 400 pages before doing so, it’s dry and dense as fuck, but I thought this information might be helpful. Also, while there is a public comment period, this isn’t voted on by Congress. The OMB just fucking issues it. Pressuring your elected officials into publicly saying “hey what the fuck are you doing here” is good, though.
Please note the comment period is open through JULY 13th, not JUNE 13th. I saw a lot of relogs yesterday saying "last day!" and I just want to say it is very much not too late.

Honestly the main differences between Thor in the earlier movies and the later MCU is self-awareness that comes with malice.
Thor has ALWAYS been a killer, he has always been pro-genocide (except for a hot minute in the end if T1, but that didn't stick), but he was ignorant. He was raised to be a warrior and genuinely believed that what he was doing was wrong. T1 Thor doesn't know any better. And he mistreats Loki constantly, but it doesn't look like he understands the harm he does.
But TR Thor does. TR Thor has spent years around Jane, around the Avengers, has seen how cruel and unjust his father is.
And then he chooses to manipulate Bruce. And then he chooses to torture Loki. And then he chooses to order Valkyrie around.
I've seen T1 Thor as an ignorant jerk who had the potential to become great when given the chance to. I see TR Thor as someone who fully understands what he's doing and actively chooses to be a jerk at every given opportunity.
(Also I'd like to point out that Thor becomes more and more malicious the less influence Loki has on him. There is a reason Frigga and Odin wanted Loki to "guide" Thor)
You know Steve Roger is accuse of being a solider in need of a war, but that sentiment is far true of Thor then it is of Steve.
Steve fights for a reason, he sees an injustice and wants to do something about it. But he'll use reason and communication instead of just violence. He'll even give enemies from the opposing side a chance because he sees the humanity in them and because it's better to have more allies when facing a larger threat. Steve isn't lost without war, he just can't stand by when people are being exploited and threated and their will always be people threatening and exploiting others so the fight never ends.
Thor on the other hand, does just like fighting and war. He claims to have change, but the truth is he still likes fighting.
Thor's opponent are not given much political nuance. They're just marauders, they are bad, trust us. So when Thor fight whatever opening/closing scene battle it's just to establish, not the why or how he fighting, not what else other than fighting, he the crown prince does for his people.
Steve, only has one job as a soldier, yet he us still allowed time to show why he still fight. He's allowed self reflect, question his government, the people around him and even him. Why is he doing this, what does he want and what is the right thing to do.
Thor regresses because he's not allowed question himself or his government, and he's not allowed to change tactics. The bad guys are bad and he not the bad guy can't be doing wrong because he's the good guy.
TDW focused on the fall out and the emotions of both brothers so there was a thoughtful there. TR decide that Thor was the good guy and Loki was the bad guy so Thor beats and humiliates Loki, because that's what happens to bad guys. Thor went from not meaning to hurt Loki to feeling entitled.
Thor manipulates Bruce because Hulk had rejected him earlier. Now Hulk did it because he developed a personhood and felt resentment towards being treated like a weapon, and was now being given a form of adoration with luxury on Skaarr that he never got on Earth. Thor didn't even want to risk not having Hulk in his corner, even after being told no, and he doesn't seem to really understand the divide between Bruce and the Hulk.
Thor's mindset is you fight for home and country, that's all he sees it as. Valkyrie is a solider, therefor she must fight, what she's been through, that asgard may not even be considered her anymore doesn't even cross Thor's mind.
Being King stopped being something Thor needed to earn and more something that was just treated as a birthright is what damaged Thor.

Sure thing! For convenience I’ll refer to the guy with his arms in his pockets as SG (shorter guy) and the one on the computer as TG (taller guy).
In the first panel, SG sees TG playing on the computer and is disappointed. SG puts a lot of value in the idea of “making things,” specifically “art,” and thinks TG is just wasting their time
So he asks them if they wouldn’t rather be “making something” instead of just playing games and listening to music, implying that TG isn’t doing anything worthwhile or creative with their time
But TG replies that “interpreting is generative,” meaning that even if they spend their time just doing fun stuff, the mere act of enjoying something is creating an experience and an interpretation. Talking about something, dancing to music or sharing a piece of art with your friends IS “making something,” and each of those can be worthwhile and artistic.
SG leaves, complaining he “can’t be an auteur of [interpretation].” Auteur is a movie term that refers to a filmmaker with artistic control and vision enough to be considered essentially the singular creator of the resulting work of art. Turns out, SG doesn’t just want to “make things,” he wants to make things he and others see as “important.” He wants to make art not for the sake of art, but for the sake of being recognized and praised for his art.
This comic really speaks to elitism within the artistic community, the idea that art needs to meet certain standards to be considered art. SG’s viewpoint is really traditionalist, that art need to be “approved” and validated in order to be considered “really art;” while TG recognizes that art can be as little as just talking about what you love.
TLDR: Art is for everyone, not just some sort of social “artistic elite.”
