I kinda wanna share my opinion on this...
First of all, I don’t think Caitlin was in love with Julian to begin with. I believe that she was warming up to him and, if they had gotten more time which they deserved, she could have fallen in love with him and they could have had a great relationship.
That said, I do think that Caitlin did care a lot about Julian. She definitely liked him. I mean, she sought him out to begin with (to help get rid of her powers, sure, but still). She was the one to invite him to the West’s Christmas party, she invited him onto Team Flash so he didn’t have to go through the whole Alchemy crap on his own, she asked him to go for a drink,... She actually, in my opinion at least, started the possibility of a relationship.
Eventually, Julian was the one who made the first romantic move by kissing her (I don’t count their steak date as a romantic one, even though that scene was fluffy as hell). Julian made a lot of the more romatic moves in general, such as the kisses and the tickets to the opera but, in my opinion, Caitlin really liked it (mainly the fact that Julian bought them opera tickets and still wanted her to have them, even after their fight, and their scenes before, during and after Caitlin’s surgery in 3x18. She clearly trusted him and cared about him. Just go through their scenes and notice how many times Caitlin’s smiled with Julian around!! (especially in 3x13, aaarrgghhh!!))
But she didn’t love him (yet). Again, I really believe she could’ve if they’d gotten more time (maybe after Caitlin sorted out the whole Killer Frost stuff).
So did she love Julian as Killer Frost? No, because she didn’t love him as Caitlin. But she was still affected by the fact that Julian still cared about her and loved her (to be honest, I think Julian fell hard for her because he’d been on his own for a long time and she spent time with him, cared about him, helped him,... Did he really love her or did he think he did because he’d been so deprived of company? I don’t know. Maybe a combination of both? Though I like to believe that he genuinely loved her).
Julian’s confession of love clearly did something to Killer Frost. The look on her face is one of shock and you can’t tell me that if she weren’t affected, she’d make that face. Not to mention that once she left, Frost’s eyes changed back for a moment. So it definitely did something to her. Besides those moments at the elevator, they had their little stare during their scene with Cisco while working on a way to fix Barry’s amnesia. To me at least, there was a sort of sadness of Frost’s face when looking at Julian, as if she felt sorry for everything (I might look into it too much, but I don’t care).
So a long story short: she didn’t love Julian. Not as Caitlin Snow and not as Killer Frost.
Did she care about him? Yes, both as Caitlin and (in some way) as Frost.
It wasn’t love yet, but there was the possibility.
I’ve said it before: I’m really sad that the writers decided to get rid of Julian. I loved him as a character on his own and I adored his relationship with Caitlin. I truly believe that they deserved a happy ending (they both went through enough crap). That doesn’t mean that they needed to end up together immediately. Caitlin could have gotten her Killer Frost-storyline, time to figure herself out (if I’m being quite honest, I don’t think the writers are doing that good a job of it in season 4). They could’ve both gotten a storyline that didn’t revolve around the other (I would’ve loved to see Julian be a bus-meta!) and eventually be able to resolve their issues and get a fresh start.
So once again: lots of wasted potential there... Which I’ll probably be bitter about for a very long time.
