There’s a Neopets Black Market in which you pay real actual money to get rare items, usually unchanged Neopets that didn’t went through the UI update, which are considered the highest Rarity in the game

Lutari Island was a Neopian city, this one was only available through the mobile game however, and now the place is unreachable

Just to be clear, this one is a rumor within the fandom, but apparently one of the TNT (The Neopets Team, pretty much the staff) jobs was actively looking for and DMCA'ing Neopets not sfw content, as far as I am aware, this has slowed down/completely stopped after the staff change that caused the Neoapocalypse.
