Musutafu is in a period of unrest. 

 With the breakup of most of the major villain organizations in the region, it’s been every villain for themselves, creating a spiral of chaos.  Police presence and danger is high for every villain.  It’s time to rise and rebuild. 

 Meanwhile, the rise in violence has the Hero Commission troubled, leading to more and more dangerous exercises for the students of hero schools nationally.  Several permanent injuries have occurred and it seems likely that someone will be killed in one of them eventually.  Murmurs have arisen among heroes and students, but as of yet no one wants to cross the Commission.
