It started off as a plot- something to further hurt Bruce and Damian, manipulating Jason. Getting him to trust him, to like him.
Then the situation with the Court of Owls happened, and he'd worked out the bulk of his aggression and the pit's hold taking out their army of Talons...
He had back pedalled after that. Felt the shame and regret for his actions- because what he'd been doing, grooming him like that? Wasn't much different from what Ra's had done to him... and he found himself actually liking Jason.
He just hadn't expected Jason to take it so hard, to be so determined to win him back, thinking he'd done something wrong.
Then Ra's had come back and-
Well, Jason was privy to all his shame- to everything he'd pointedly left unknown to the Bats... and suddenly he couldn't bring himself to care any longer. If he was stuck living with his freedom on a timer, he wasn't going to hold back, not when Jason didn't want him to.
So what if it's resulted in frantic scrambling during slow moments of patrol? Ducking behind billboards, slamming into vacant dark stairwells, and even breaking into secure crime scenes to get handsy?
They're making the most of the time they have.
Jason may not have reached his full potential height after the malnourishment without the pit- but he's still slightly taller than Tim, who gained a little bit of height between ending up with Bruce younger and then the pit. We're looking at 5'8" for Jay and 5'7" for Tim respectably (instead of 6'0" and 5'5").
However, with the difference in training/lifestyle...
Jason is tall and lean. Muscular but not bulked. Flexible and cat-like. He moves more like Selina than Bruce or Damian. Between training with Bruce, Damian, Selina, and Ted he can hit like a freight train and win pretty much any brawl between his speed, acrobatics, and his boxing abilities, so he's never needed that bulk.
Tim on the other hand... well he spent more time with the League than he had with Bruce. Had to sculpt his body for weapons use in addition to it being a weapon in itself. He's got major upper body strength- but Ra's liked him having a small waist. Even if he pointedly burned that corset first chance he got after making his escape, years of wearing it means it's still exaggerated. It doesn't help that his eating habits have gone to shit since his leave either. It's rare that he eats something that he didn't tear out of a wrapper or pull out of a box. He never seems to drink enough either. It makes him look more like the shrink-wrapped body builders than a tank, which is confusing to those he takes out when he still hits like one.
