Carol may be very clearly overprotective, but think about why for a moment. Her eldest daughter disappeared, and with how Asgore talks in Carol’s room, it seems like it was something that no one believed. No one except Carol.

She’s putting up with Asgore being late on his mortgage, and is letting him be a house maid, because she clearly believes what he thinks happened to Dess. As the chief of police, perhaps Asgore actually has a real, plausible idea of what happened to Dess, which makes all of Hometown rejecting the idea quite chilling.
