Direction AU Steven went through a lot of "adult" stuff at an early age without help/councelling he would have gotten from say, Greg or a trusted older friend. The start of taking ilicit substances would have been an accident due to enviormental factors (a plant from a colony) and little help from those around him to help navigate it since gems do not understand terms like intoxication. And it just went down from there until now, which. For the amount of shite he got upto a smoking addiction is actually a pretty cheap price to pay.
