I imagine Kinger made small controls to suppress Caine in case the cuffs aren't enough or fail to suppress him. Everyone was supposed to have controls, but when Kinger reconsidered, he realized that most would be too unstable, so he provided them with simple stress markers; if they beep, Kinger will intervene immediately (Caine has a marker too).

Okay, with that in mind, let's go. Pomni is the only one with control (the controls are different from the stress markers). If she presses the button, it will suppress Caine, think of it as a small electric shock. BUT, since Kinger didn't specify how this would affect Caine and his processors, the "shock" actually ended up causing pleasant sensations throughout his body. Especially since it goes straight to his core:3c.

Now, imagine! Imagine! Pomni presses Caine Jr. with one of her feet while standing there repeatedly pressing the button, and Caine, reduced to a tearful mass (in a good way), just clings to her leg as if his life depended on it and of course, whining.
