The main consideration was cost. Donna and Edward need the free childcare provided by the Rabbit Warren, so Ophelia had to join their list of approved caregivers. That’s a multistep process, and not everyone passes. The only thing that would have held her back was the background check, since there’s no record of “Ophelia Turtle” prior to three years ago. However, in a society of prey, that’s not uncommon.
