A neat little fact about Shigaraki is that his hairstyle is a basic shag hairstyle. And, another fun fact, you can achieve this exact hairstyle by cutting your hair in a straight line while it's all upside down.
So imagine Kurogiri seeing baby Tomura struggling with his growing hair. It gets into his eyes, irritating the poor boy who already scratches his eyes a lot due to the skin condition. But baby Tomura doesn't like being touched. He won't just stay still and let Kurogiri cut his hair nicely.
So while Tomura is distracted with his games, Kurogiri lifts him upside down by his leg and does one straight cut.
