Depending on the project's nature and location inside the emirate, the clearance procedure by the Dubai Municipality may change. The following general procedures, however, are usually included in the Dubai Municipality approval process:

Preliminary approvals: The developer or consultant is required to get preliminary approvals from a number of agencies, including the Dubai Electricity and Water Authority (DEWA), the Roads and Transport Authority (RTA), and the Dubai Civil Aviation Authority (DCAA), among others, before submitting the final plans.

Site inspection: The planned project's viability and compatibility with the surroundings are checked.

Approval: After the plans are accepted, the developer or consultant can get the required licences to start the building process.

Construction oversight: The Building Control Division of the Dubai Municipality monitors ongoing construction to make sure that it is proceeding in accordance with approved plans.

Final approval: After construction is finished, the project cannot be utilized or occupied unless the developer or consultant has received a certificate of final permission from the Dubai Municipality.
