BLISH!!!! I was tempted to say trahearne because I miss how supportive he is and the way he talks to the commander, but i think a crucial part of that relationship is that when the commander knew trahearne they were still the young adventurer who just happened to be the kind of person to always show up and help, very new to leading the pact. Now the commander is older, tired, considered an extremely powerful, practically invincible authority on par with or even above pretty much every leader of tyria and treated more as a sort of chosen one savior type hero because they've been at it so long and are thought of as so untouchable, who else is going to step up? If they brought trahearne back now it couldn't be the same. Blish though falls into the recurring category of characters that are introduced as a villain and given a redemption arc only to sacrifice themselves at the end. That didn't work at all with blish! They introduced such an interesting character who experiences pretty much every aspect of existence in a vastly different way than anyone else and just sort of fed him to kralkatorrik before they could fully explore that. When switched off he apparently stays fully conscious but completely cut off from all senses, essentially trapped in his own mind until someone switches him on again, and the story moves right past it. Has he been stuck like that in the mists since he shut down most of his functions to act as dragon bait? I think the last VoE release is a great opportunity to bring him back and do some really cool stuff with him
