Yess! Achilles probably sees Phoenix as his third parent (especially growing up), cause he truly is like a second father figure to him. I feel like Phoenix had such a gentle an fun way of helping to raise Achilles, so I could imagine Achilles lovingly calling him "Dad", while Peleus is "Father" .
