Can you tells us more about the city "Blur"is set in? How is it organized, what it looks like, notable land marks, etc?
I think this ask was sent about a year ago now, so I just wanted to start off by saying sorry for it taking so long to reply to. I was going back and forth on how I wanted to answer.
So I will start by saying that the below is subject to change as I do want to do some slight tweaks and maybe change the location of the city.
The city the game takes place in currently is New York, not too far into the future from now, maybe 2030 - 2050. The whole game is kind of set in an alternative history/universe were with the existence of people with powers, the world has changed to both accommodate and make use of those powers to better society, at least in most places of the world.
New York as a state was the first place to openly pass laws that allowed super-powered people to work and, in the same sense, offered incentives to super-powered people to move to New York for work opportunities and was also the first place to have a grading system in place for powers that meant anyone graded with a useful power in a work environment could then get more exclusive job offers and possibly earn a better wage than they might do elsewhere even with openly useful powers.
The law was passed in the early 1950s, and due to the laws being passed, the city received a large number of people moving for a better life, and as such, the city expanded in the only way it could well still fitting within the state borders by building up.
This led to the city expanding into 4 layers, the first/bottom layer being mostly reserved for lower-cost housing and manufacturing. The second layer being for middle-cost housing as well as being were most schools and normal office blocks are. The third layer being exclusively a shopping/tourist district being close enough to the surface to receive natural light and having additional luxuries like parks, museums and galleries. Then the top layer being made up of skyscrapers, luxury housing and very few luxury boutiques and businesses.
Each layer has its own representatives in the city's government and are all linked via a web of intersecting highways, junctions and tramlines that allow for entry into and exit from each layer.
Due to when the laws were passed and the building commenced on each layer, the style changes massively, the lower layer being built purely for purpose and being mostly what's left of the original New York, built of decaying red brick and grey concrete, with vents and artificial lighting built into the bottom of the second layer to provide alternatives to the natural light that no longer can touch the bottom layer. Any new buildings are built on the bones of historical buildings and landmarks to the point that there isn't much left resembling anything historical, anything important being moved years before the story takes place. The only notable landmark is the faint glimpse of a giant statue that can be seen in the smoggy water on clearer days at the docks.
The second layer fares somewhat better with patches of artificial grass and generally larger and brighter streets, well-maintained fenced housing and a range from large apartment blocks to more luxury single housing, all built around an easy-to-mass-produce minimalist style. The only flares being added by the occupants. Much of the lighting and air received on this layer again is artificial but not plagued by the fumes of manufacturing and poor maintenance that affect the lowest layer.
The third layer is built around a nostalgic view of the past with the benefits of the modern, trying to capture a charm that the city started to lose with expansion, moving into a mix of art deco and mid-century modernism, the start of blinding neons and unnecessary grandeur to impress anyone who might be visiting, cleaner and built to try and capture more of the natural world, like large glass skylights for sunlight and open, roofless parks with real vegetation. The buildings are all luxury-branded shops and public heritage buildings to show what the city has to offer. Gleaming white stone, extravagant fountains and statues and streets too clean to have been walked on.
The fourth layer is actually were the game opens, monuments of glass and neons of dizzying colours, natural rain and sun and air. Luxury penthouses and office buildings bigger than houses, purely modern architecture and companies fighting to show the newest technologies to attract investors. Stupidly wide roads and lanes, always movement and never a moment of stillness.
In terms of organisation, there is a central police station, each handled by their own precinct and their own courthouse. With a wider state meeting taking place every month. There are also their own hospitals and other facilities you would expect, but they normally follow their layer in terms of quality.
Hope that sheds some light on the location, and like I say, the above is all subject to change later, especially it being in a pre-existing city. Still debating whether I want to change it to a made-up location so I can go extra wacky with some stuff.
