You’re second rate because you can control the weather on this planet and you haven’t used that to its full potential.

It's not quite as easy as you think it is to control the weather. Even harder when you've got heroes stopping you all the time.

The guy who isn’t the most advanced mind this world will ever see, and who didn’t blow a city of millions up, or create a master race of machines, or turn an entire populace of a far off planet into machine mutants to further his research, that’s who I’m calling second rate.

So, because I'm not a psychopath, I'm second rate.

Whatever it is, make it quick, I don’t have time to deal with second rate villains.
