In Super Mario Maker 2, sideways trampolines are a type of object from which Roy will not emerge, while POW Blocks are an object from which he will. As such, if all ground on the screen is covered with sideways trampolines and there is a single POW Block, he will be forced to emerge from the latter.
Since a POW Block is portable, this means that Mario can wait until Roy hides into the POW Block, pick it up and carry it to a different spot in order to create a "portable Roy", as seen in the footage.

Turns out, an off duty cop stuck and hit the son with an SUV. Was ruled "an accident"*, yet took months for them to notify her. She was in contact with them, offering leads, checking progress. *They didn't test the cop for drugs or alcohol, and deny he broke any traffic laws. He HAD HIS WALLET on him, with a state ID. A prescription bottle with HIS NAME ON IT. The coroners office was able to confirm his ID in a matter of days and shared that info with police.
When they exhumed his body, the wallet was still in his jeans, found by an independent examiner. The mayor claims there was no ID.
