via Eric Friedman May 30, 2020, 9:27 PM In Pennsylvania, where Sunoco proposes to build a hazardous, highly volatile liquids export pipeline, a public-private partnership resulted in the Citizens Risk Assessment of this proposed pipeline. Shortly thereafter, Delaware County Council, the governing body of the fifth most populous county in Pennsylvania, commissioned its own risk assessment of the proposed pipeline. This was a historic document--as far as I know, it is the first and still the only risk assessment of a proposed pipeline commissioned by a government agency and made public in its entirety. The results were shocking--the County's report modeled a potential fatality zone that could extend about 6,800 feet--more than a mile and a quarter--from the point of release. After considering these results for a few months, Delaware County Council, on a unanimous and bipartisan basis, adopted a resolution calling on Pennsylvania's governor to issue an immediate public-safety based moratorium on the proposed project.

Update via David Baker Update based on conversation with Art Tucker of DHS at 8:15 am Sunday. β’ No report of camera having been found. β’ Primary responsibility for search is Shawcor, which he referred to as the βlicensee.β I asked him how long they would be given before the State took a more forceful role. He could not say. I expressed skepticism about the company being able to find the camera. β’ I learned the initial description of the camera was incorrect. (As an aside this is completely unsurprising to me. In my lifetime I have never known of an incident involving radioactive or nuclear material where the initial reports were accurate. Lying and cover up seems to be the default position from Three Mile Island to Chernobyl to lost nuclear bombs and on and on. Same here.) The new description is: INC 100. It is evidently about the size of lunch box or pail. It is enclosed in what he called an ammunition box. Described as about 16βX18βX8β he thinks. Color is dark green, probably the military green you often see. Unhappily the color of the river water just now is about the same color, making discovery even more challenging. He asserted that it would be safe for an individual to take by the handles and remove to a safe spot. Then call: Karen Blanchard at: (512) 924-6756. She is the lead person from DHS on this. β’ I passed along the idea of checking the accumulated debris that collects at bridges after water recedes. He said they will follow up on that and pass it along to Shawcor. I intend to check my own bridge later this morning. β’ He says they are working with Jeff regarding the search and rescue group. Maybe having people that know what they are doing will speed along the recovery of this thing. So to all who live along the river watch for a floating ammo box.
