She's so encouraging of him in their first scenes in her very calmly authoritative Stratt-like way—first by asserting that he's qualified, then challenging his rebuttal to that idea, then by taking him under her wing and making sure he has her or Carl there to be a familiar encouraging presence in a New Scary Situation. And she's the boss of all the other new scary people. She can use her Director Of The World Powers to both reassure him ("Come on. Yes. You're doing great.") and make sure everything will go the best it can. Thank goodness, it was stressful having to pretend he was qualified enough to make these decisions.
