In ac1 you use them to mark your assassinations of the objectively evil people, you do the wrong thing (kill people) for the greater good (they would hurt and kill innocents). You 'collect' the feathers by collecting more deaths.

In ac2 feathers are about innocent life taken by other evil people. You collect the feathers in memory of the life taken as well, but this time in injustice. The feather from the blood artifact of evil humans in AC1 (the justice being served) becomes a symbol of a lost life that was pure and innocent in AC2 (the injustice happened). It's still a blood artifact but in different context.

The feather itself is white and seems delicate, like a human life is; easily taken. Whether it's an evil man or a child, their life is fragile and can end easily, like the bird losing its feather. But one feather doesn't make a difference, meanwhile one life does. One feather per one evil man in ac1, and 100 feathers per one innocent life taken in ac2.
