In my interpretation, Clockwork is a truly powerful being, but even he has weaknesses. The main one is Vlad, or rather, his empathy for him. His second weakness is that the Time Master has a poor understanding of his emotions beyond boredom, anger, curiosity, and pleasure. Add to this the fact that he sees the present, past, and future simultaneously. And couple this with the fact that Masters life, despite Clockwork's best efforts, hasn't been without its problems. As a result, the Ghost of Time can become fixated on Vlad's suffering, causing him to experience pain, and pain is a feeling he doesn't understand.

Hell, he shouldn't feel pain or love; it's literally against his nature. I think I'm not kidding myself when I say that in his case, love is a poison, corrupting his essence, and with it, the very essence of Time, because neither of the two who rule it are capable of ending Vlad Masters' life. Sooner or later, this will have colossal consequences for the multiverse, but Clockwork doesn't care.

With one minor exception. Clockwork showers Vlad with all the love, understanding, and adoration he can muster, as if he were shooting from illegitimate child born from a wild orgy involving a nuclear warhead, a grenade launcher, and a machine gun. It's simply staggering, and the only reason Masters doesn't try to escape is his incredibly low social intelligence and self-esteem. He simply doesn't understand that he's loved, and gradually begins to subconsciously become accustomed to it, and then falls in love himself, afraid to admit it.
