And here is the evidence that they have human forms:

Bear Necessities - Sitting, standing, supposedly waving their arms about

4 on the Shore - Shaking things, doing things that would probably require hands to do; including rowing a boat and carrying a fish in a dish (even though Four does swim in his inhuman form somehow???)

Sliding High - Climbing a tree, using a hose like a rope and carrying a baby

Ups and Downs - They say they will and do catch each other after one of them falls, and carry a bucket (I think)

Job Seekers - They talk about how they could do jobs that would involve having a human form to do so. The Puzzler has four jobs in the story, all of them involving having limbs.

Christmas Story - They make footprints in the snow.

Sprat Snack Data - The Puzzler is a waiter, and the humans are completely fine with him and not freaked out at all - this implies he has a human form.
