yeah, this absolutely counts as csa, contact csa even. Even after you've said no multiple times she is still presenting herself and touching you and exposing in a way that you did not consent to, full stop. Even if you did say yes you are her child and a minor, that is still not consent. You could not possibly truly consent especially considering the extreme power imbalance with a parent and child and she knows this. She has absolutely no business seeing you naked or forcing you to be naked for any reason, but she knows she's allowed to do this because she's your parent and you're supposed to listen to her and do what she says, to say the least. But that's your body and only you can decide what to do with it.

Good luck to you and I'm extremely sorry any of this has happened to you and your siblings at all. This is extremely inappropriate and disgusting coming from anyone, but especially someone who is supposed to be your caretaker and you rely on for your wellbeing, food, shelter, etc. Major abuse of power and definitely incest.
