I would look at the smallest sized collars you can find- many pet shops sell kitten collars or XXS dog/puppy collars. I've not tried these kinds of collars on a beanie baby, but I have tried them on tsum tsum plushes which are also very small, and they fit, so I believe they'd probably fit a beanie baby too.

Failing this, you could repurpose something else such as a bracelet or bit of ribbon into a collar that you can tie a tag/etc to, if needed.

I’ve occasionally seen “puppy” collars that are smaller, but kitten collars (smaller than adult cat collars) are around the XXS dog collar size as well

I am assuming anon is referring to a beanie baby and not one of the larger “beanie buddies”

if not, beanie buddies will generally fit an XS PetSmart collar well or a Small size will fit a bit looser at its tightest setting.

Different pet stores differ in their sizing and custom collars on sites like etsy you really need to measure neck circumference because they don’t really have standardization in their sizing.
