in the saiyan/freeza arcs, he was more concerned about protecting his child and friends instead of fighting someone strong

in the andriod/cell arc, he made a critical error in assuming gohan was like him in some regard, but he then immediately was going to jump in and protect him to the best of his abilities once he realized and then eventually did die again and absolutely supported gohan’s desire to be a scholar - he even stayed dead to try and protect his family, which, again, perhaps not the best decision but goku was trying

while goku was absent from the first 7 years of goten’s life, I would imagine he would be doing his best to make up for lost time just

Because it's more catering to fanservice, too many writers and no proper communication to form a cohesive story. They either don't truly understand the character or don't care. It's just there for nostalgia sake
