I think New Jersey is a sad, sad man. (He would smoke himself to death if he got the chance.)
With the oddly common (at least in circles I've been in) New Jersey stereotype via the state's "split personality" (Southern Portion: Philly, Northern Portion: NYC) I think he's just miserable due to conflicting inner beliefs. I personally just see him as a pathetic, stupid grumpy little man who ended up being the unlucky winner of the genetics lottery which made him into.. the fucking nj devil, he is also miserable as fuck because he can't help but fight himself and everyone else.
I think he'd just kill himself if he had to pick which brother (Penn or York) of his he should "become one with", or be murdered and consumed by. (The best way I can explain this without annexation, they're personifications, not the land itself.)
On the topic of New Jersey, I've had several people I know mention AVGN every time I mention him and now I can't help but associate him with it. Please save me from this hell, I do not want to keep thinking about New Jersey whenever someone slightly mentions Angry Video Game Nerd.

Headcanons under the cut. Oh and Nevyork will be mentioned because they're rotting my brain right now. These are just ones I can remember, at least, and the ones I'll post on my main blog.
Nevada has two separate wardrobes, so he can separate his more "provocative" outfits from his "regular" outfits.
He has a make-up drawer, that is crammed with other miscellaneous items. He knows he should do something about it, but he'd rather leave it alone than organize everything into their respective places, which will end up empty in the span of two weeks.
Nevada prefers to actually remain clean and spray perfume all over himself, much to the distaste of others. (It becomes quite obnoxious with the smell towards some states.) He also really grooms his hair, taking perfect care of it.
He spends most of his time with Oregon and Washington (when he isn't with his boyfriend, York.), usually exchanging gossip, but will occasionally talk about Gov and his "weird behavior".
Speaking of New York, he and Nevada once went out on a date and encountered a rat. Before Nevada became accustomed to the northeastern state's behavior, he actually freaked out and nearly ran away when New York picked it up. He had the mindset that rats were dirty and diseased. (Luckily, he semi-grew out of that mindset. He just gets wary, now.)
He once scratched New York's scalp a little too hard with his nails once. This was when they started to get more intimate. (And New York wasn't pissed at all, he actually enjoyed it.)

New York smells like shitty mens' cologne, while Nevada smells like roses and flowers in general. And somehow, they attracted each other with it. (Even though York sometimes chokes on the smell of perfume.)
I had some more ideas for the storyline I was building in the WTTT Week videos, but I don’t think I’ll have time in the foreseeable future to make more finished videos about it, so I decided to just make an overarching explanation for what the AU is about.
Also, moodboard for swap!Florida. It may give some lore insights :)
The swapped pairs for anyone who isn’t familiar:
New York & Louisiana
California & Texas
Florida & Gov
• The swap AU states are manifestations of what they each wish they could be. Each of them sees qualities in another person that they want to have themselves; this other person is who they’re swapped with. For example, California wishes he could be tougher like Texas, so swap!California is modelled after Texas.
• The AU exists as a parallel universe connected to the real world, but it is less powerful. This is because none of the swapped states have souls of their own; they’re just vessels. They’re just what ifs in human form. They can’t physically cross over into the real world, they can only contact it through mirrors and dreams.
• Not having souls of their own makes them feel perpetually incomplete on the inside, which is one of the main reasons why they try to lure the states to their world.
• If one of the states agrees to give their soul to their counterpart, they will wake up in the other world, as the swapped version of themself. In other words, they’ll become the person they wanted to be. If you know the story of Coraline, the concept here is something like that.
• Back in the real world, it will appear as if they have gone missing, but no one will be able to find them.
WTTT Week storyline:
• The videos are about swap!Florida implicitly trying to convince regular Florida to give up his soul, by making him doubt whether he’s truly happy with the life he has now.
• swap!Florida is more knowledgeable about how the universes work than the other swapped states. He’s based on Gov, so he’s their leader in some respects(not politically; history doesn’t change in the AU, only the characters’ personalities do, but he is a leader in a more abstract way).
• There’s a possibility that video #6 may take place before video #5 chronologically.
• The rows of seats in video #6 are meant to be Annie Pfeiffer Chapel. It’s part of a collection of buildings called Child of the Sun. The quote in the video (“grow out of the ground and into the light, a child of the sun”) is referencing this as well. The prompt for that day was “landmark,” and these buildings are indeed designated landmarks of Florida.
• As for the binary numbers.. you’re still on your own for solving that. :3
Any former warrior cats kids/fans in this fandom MIGHT understand what I'm trying to convey.
I'm really tempted on illustrating the yellowfang/brokenstar dynamic with penn and gov. of course pa is yellowfang and gov is brokenstar. (i would call him brokentail, but eh both work.)
Considering I love to have them have a dynamic similar to that. The only thing about this though is they aren't related, just more of a creator/creation and mentor/mentee thing.
And yes, I am a warrior cats fan and have been for over a decade.

I used to love those games and I actually have a storyline and plot for it planned out, partially. But i'm beginning to really grow on it.

“Are you sure you’re not cold?”
“It ain’t that bad, y’know. It’s gonna take more than a bit of snow to scare me.”
“How do you even know about the concept of snow? You’re a southerner.”
“Shut up.”
There was so little venom behind that retort that even a newborn snake would be disappointed. It was obvious that Texas was enjoying his stay just as much as he was trying to cover it up. Miraculously, he had mostly kept his complaints about the very not-summery weather and the lack of steak houses to himself; Alaska didn’t even know that Texans were capable of being quiet about anything. It couldn’t have been an easy feat for him, that was for sure.
Summer at the top of the world was…interesting, to say the least. It was cold, of course; not severely cold, but it would be unwise to go outside with no jacket. More importantly, the sun didn’t set at all for months on end. Case in point, it was eleven at night and still bright as day. While he hadn’t directly called it out, Alaska had caught a clear glimpse of wonder in Texas’s eyes at the sight of the midnight sun. Like a puppy discovering its first tennis ball. It was adorable, and also definitely on the list of things Texas would never admit to even at gunpoint.
It brought a smile to Alaska’s face—a real one this time, not just the usual sardonic smirk he wore when he made fun of the Lower 48. Every time he saw such spectacles in his own towns, they were underscored by a feeling of disillusionment. It would be inaccurate to describe them as empty or meaningless; it’s just that they never hit the same as for a first-time witness. At times, he’d feel guilty for being unable to appreciate nature’s miracles as much as he believed he should. Here he was, getting a front-row seat to phenomena that most of the world’s population would only ever see in photos, and it was just…business as usual to him.
But maybe that was the point of all this. If he couldn’t be stunned by endless daylight or divine auroras or the many other oddities to be found here, the next best option was to share it with someone who could. If he couldn’t remember the times when he used to think the sky was magical, maybe seeing that look on another person’s face would help him rediscover that part of himself.
When he turned to face Texas, though, his expression was not one of awe, but instead irritation.
“Where’s the damn arm holes in this thing?” He was attempting to put on the Seawolves hoodie that Alaska had given him(an offer he’d refused for the first five minutes before caving in). It was rather loose on him—a feeling quite unfamiliar to the second-largest state. Eventually, he figured it out, but not before shooting a death glare at the very smug Alaskan man who clearly enjoyed watching him suffer.
“Aww, is it too big for your little arms?”
“If you don’t shut your trap–”
“Hey, you agreed to visit the one state who has the right to call you short. You should’ve seen this coming.”
“Look, it was either this or go along with California’s weird vacation plans.”
“California has all those beaches, though. It can’t be that bad.”
