THE SPECTER would not agree with the Foundation's goal. (SPECTER's role in normalcy)
Let's get to the disclaimers. No I will not include tales like as New Faces or Resurrection, but if you want to, you can go ahead and discuss about it. This post only refers to 4494's main article.

What is the Foundation's goal in my point of view? In simple words, it's to maintain normalcy by containing any and every anomalies possible. Keep an eye on the word normalcy, it'll be important.
SPECTER is the physical embodiment of fighting crime. Not only that, but if he's prevented from giving aid, the entire concept of thinking that crimes are wrong begins to crumble down.
SPECTER is an anomaly. An anomaly that the Foundation chooses not to contain because the damage of doing so would be catastrophic for humanity, especially for, who could've guessed, normalcy. Thinking that crimes are bad has been ingrained within society for God knows how long to the point it has major influence to what people consider a normal thing.
Now, the ironic part is that one of the most fundamental things shaping the Foundation's goal(normalcy) crumbles down if SPECTER goes down because the concept of fighting crime, which like I said, has been ingrained into society to the point it influences what normalcy is, is exactly what he is. He's also playing a role in keeping normalcy in the world while his existence doesn't align with the Foundation's law of normalcy. He's an abnormality playing a role in keeping things normal for humanity.
Now, why did I say SPECTER wouldn't agree with the Foundation's goal? Because the Foundation would contain *any* type of anomalies no matter what they are. They would contain SPECTER if it didn't have any consequences. If he hears the Foundation's explanation for why they do what they do, he'd scoff. He knows what normalcy is, he plays a role in keeping it, but he would never lock off an innocent person just because they had abilities. He would never prevent a person from seeing their family, being allowed to go outside freely, or doing what they love just because they're anomalous. Where did I get this assumption from? It's because it's been directly stated that.....
... he plays video games. Oh, and the fact that he's an anomaly himself, but the former does still play a role.
He's an anomaly that plays a role in keeping things normal, it'd be no brainer to assume he doesn't mind and possibly even encourage for humanoid/sentient anomalies with good or harmless intentions to be welcome to the normal world to do what they want.. like playing video ga—
Okay I'll stop, but seriously. Considering the Foundation usually has limitations to what certain anomalies can do for entertainment just wouldn't sit right with SPECTER. He's the embodiment of fighting crime, but even he takes interest in entertainment for oneself.
TL;DR: SPECTER wouldn't agree because he's an anomaly himself and because the Foundation would contain him if they could.
