Instructions: Warm up your oven to 350F 175C and put 24 cupcake liners in a cupcake pan. Put the eggs, water, vegetable oil, and chocolate cake mix in a mixing bowl. Mix the batter well until it's smooth. Fill up each cupcake liner about two thirds of the way to the top with batter. Place the cupcakes in an oven that has already been heated. Bake for 18 to 20 minutes, or until a toothpick inserted into the middle comes out clean. Take the cupcakes out of the oven and let them cool all the way down. Get the witch hats ready while the cupcakes cool. Cut each ice cream cone's flat bottom carefully to make a witch hat shape with a point. If you want to frost each cupcake, wait until they are completely cool. The witch's hat will be built on this. On top of each frosted cupcake, put an ice cream cone witch hat that you have already made. Pipe a band around the base of each witch hat with the orange icing to make the hatband. To finish off the look, put a Hershey's Kiss on top of each witch hat. The cupcake liners witch hats are now ready to be used.
