So this is a font that was designed by someone at The Designer's Republic, though I don't know who, or what it was originally called. I think it was originally designed in 1993 for Pop Will Eat Itself, but it was also used in the game WipEout in 1995 and probably some other things.
It's an early example of what would later be labelled "the Y2K aesthetic", though it's really a continuation of 1970s and 1980s sci-fi aesthetics.
You can download a version of it from the Pop Will Eat Itself website. This one is called Amalgamation, after the compilation album, but that's probably not the original name.
In the book WipEout Futurism: The Graphic Archives, the font is called "Anti-Gravity Racing League Official Custom Typeface". In the game itself, the font is too low-resolution to make out the satirical ® symbols.
