I was already optimistic about Gunnβs vision for the Live Action DC Universe but the fact that heβs including Hawk Girl, Krypto & Mr. Terrific in his foundational Superman movie has me even more hype than I expected to be

So 5 is the cap but it sounds like it will be less for scripted originals is what we are looking at them possibly renewing for next season? If I'm reading that right?
While I would take this statement with a grain of salt (sources say?), if it's the case, then yes, the CW will have fewer than five U.S. scripted originals (note the U.S. in that sentence.) Meaning, the CW could be looking to import even more foreign (read Canada and Britain) scripted shows along with the unscripted shows.
Currently, the WB and CBS are contracted through next season to provide 15% of CW's scripted shows. Which equals roughly two shows each (which is where I'm guessing the "sources" got their info. from). After next season, the CW can choose to continue their contract, or they could opt out.
It makes sense for the CW to decrease the studio shows since the profits (including streaming and foreign purchases) for WB and CBS shows go to those studios, and not the CW. They want shows that will generate money for the network, even if that means buying foreign shows, but making up for the purchase with ad/streaming revenue.
Currently, CBS is the sole producer of only two shows on the CW anyway, Walker and Walker: Independence, whereas, the WB has the remaining scripted programming and will have to narrow down their numbers significantly. My guess is, if James Gunn wants to keep Superman & Lois around, that one will carry over for the WB, and the second would be All American. If S&L is canceled, it's likely that AA and AA: Homecoming will be the carryovers (as franchises are typically considered more profitable than one-offs - see Law & Order, NCIS, FBI, The Rookie, etc.).
