Henry wanted to surprise Vin with something special. The doctor had no idea the Toppats made it to space, and Henry knew how much she wanted to see the stars and Earth from space. So Henry dressed in his best suit, and asked Dr V to close her eyes and don't peak until he told her to.

The Toppat leader walked Dr V out to the deck of her boat, where he had Burt beam them up. Henry made sure Dr V was still keeping her eyes close, the doctor giggling at Henry walking her to the Toppat cafeteria window.

And then Henry asked Dr V to open her eyes, and from there a gasp escaped her mouth and her eyes widened. It was breathtaking view of Earth, of space, of realizing the Toppats were in space. Henry lifted Vin's chin and kissed her, telling her that she had full access to come aboard the station to see him at anytime.

I don't think they would be trying to rule the world or anything like that, but they would make everyone's day worse when a chaos event happens, this is the CCC here.

Though Henry and Dr V would be... as good of leaders as leading the CCC gets you. And of course they love each other, with Dr V making sure Henry is taking care of himself and Henry making sure Dr V doesn't overwork herself.
