I use Photoshop, and I keep getting this question so I plan to make a full-blown tutorial here soon. In the meantime, here is a basic rundown: 1) Download HD video from YT via MacXYoutubeDownloader

2) Use Vaporsynth to compress the video with Finesharp and Denoise (BM3D) checked and set to the lowest slider setting

3) Import to PS, and then immediately use my action (https://sta.sh/02bvrvbqsyup) which does all the steps up to converting the frames to a Smart Object, and then adds a Camera Raw Filter denoise and Smart Sharpen

4) Slap on my PSD and any other adjustment layers I may need to fit the scene (I also adjust the CRF if necessary-it has a great auto color balance option and auto lighting)

5) Save for Web as Original and it’s ready to post! (don’t use Optimized because it makes your gif grainy)

To use the 60fps processor you have to have either a 60fps rendered music video from YT or another site (kpop24hrs has "bugs" versions which are 2160p 60fps and higher quality than YT)

60fps only works when the video itself is rendered that way-most YT videos are 30fps automatically, especially MV teasers.

So yeah, just stick with 30fps with a slow processor and you'll get the quality you want.
