Long-term risk defines Tirupati Waste to Energy project
The Tirupati Municipal Corporation cluster has moved beyond conventional waste disposal by inviting bids for a 12 MW Waste to Energy facility under a PPP concession managed by NREDCAP. The Rs 257.51 crore project combines project financing, construction, operation and maintenance into a single long-term responsibility extending over 22 years.
This is not a traditional infrastructure contract. The selected developer must design, finance, build, operate and eventually transfer the Waste to Energy plant while maintaining environmental compliance, power generation performance and residual waste management. The authority will supply guaranteed acceptable municipal waste, but technology selection, emissions compliance, grid connectivity and plant availability remain private-sector responsibilities.
Technical qualification standards are deliberately demanding. Bidders must demonstrate prior operational experience in qualifying waste-to-electricity facilities while satisfying balance-sheet requirements through minimum net worth and turnover criteria. These conditions favour experienced Municipal solid waste management companies rather than general civil contractors. The financial model also incorporates escrow accounts, letter-of-credit backed payment security and milestone-based capital grant support.
EnergylineIndia.com observes that the commercial contest is likely to focus on grant support rather than lowest construction cost. Long-term operating capability, waste-processing efficiency and power generation reliability are expected to determine competitiveness. The concession also requires acceptance of waste volumes up to 110% of design capacity, providing flexibility during peak waste generation periods.
