The Hidden Challenge in Autonomous Systems: Why Technology Partners Matter More Than Ever
In the early stages of an industry, attention focuses on the companies building the final product.
As industries mature, value often migrates to the companies providing the critical technologies that enable the entire ecosystem.
We saw this with semiconductors, networking, software, telecommunications, renewable energy, and automotive.
Today, there are hundreds of UAV, UGV, USV, and UUV manufacturers worldwide. Many are building exceptional platforms and creating remarkable innovation. Our customers are among the leaders driving this transformation.
But there is a structural reality that is becoming increasingly important. The Unmanned Systems industry has a hidden ecosystem challenge. Most industries follow a pyramid structure.
There are normally thousands of component/systems suppliers, which in turn support a relatively small number of end product manufacturers. As you move up the pyramid, the number of companies decreases.
The Unmanned Systems industry looks very different. Today, hundreds of drone manufacturers compete in the market, while only a small number of suppliers can deliver production-ready systems, and software platforms, in volume.
Every autonomous vehicle depends upon a complex technology stack:

As fleets scale from dozens of vehicles to thousands — and eventually millions — the challenge is no longer proving the technology.
The challenge is delivering.. At scale.. Reliably.. Cost effectively.. And with sovereign, secure supply chain.

I droni terrestri ucraini, quelli che fino a poco tempo fa erano il fiore all'occhiello dell'esercito sul fronte, hanno smesso quasi del tutto di essere prodotti. E il motivo non è russo, non è un attacco né una carenza di materiali. È fiscale. Il fisco di Kiev ha deciso di tassarli come se fossero automobili elettriche, e questo ha fatto crollare gli ordini. Una vicenda paradossale, che mostra bene quanto la burocrazia faccia fatica a stare al passo con la guerra. Dopo quattro anni di conflitto, dall'invasione russa in poi, l'Ucraina ha puntato moltissimo sui sistemi autonomi. È diventata, di fatto, il Paese che li ha adottati più in fretta in combattimento. Attorno a questa scelta è cresciuta una vera industria militare nazionale, e uno dei suoi pilastri sono proprio i veicoli terrestri senza pilota, gli UGV. Servono ad attaccare le posizioni russe senza esporre i soldati, trasportano munizioni, evacuano i feriti. E costano poco. Solo tra gennaio e marzo sono stati impiegati in oltre 22.000 missioni. Poi, di colpo, la produzione si è fermata. L'IVA al 20% e l'errore di classificazione Il punto è che si tratta di una tecnologia talmente nuova da non avere una categoria precisa negli standard commerciali europei. Così, in mancanza di meglio, in Ucraina questi mezzi erano stati classificati insieme alle auto elettriche. E qui sta il guaio. Dal 2018 i veicoli a zero emissioni erano esenti da IVA, allo stesso modo di altri equipaggiamenti e mezzi militari previsti dalla legge marziale. Tutto filava liscio, nessuna differenza di trattamento. Il problema è arrivato con il 2026. Dal primo gennaio le auto elettriche sono passate a essere tassate con un'IVA al 20%, esattamente come tutte le altre vetture. Una cosa che, evidentemente, nessuno aveva messo in conto nel bilancio militare. Solo che qui il cliente è l'esercito stesso, e il risultato è che ha smesso di comprare droni terrestri a migliaia. Un colpo durissimo per un comparto in cui erano spuntate decine e decine di aziende. Secondo Ihor Fedirko, direttore esecutivo del Consiglio ucraino per l'industria della difesa, senza l'IVA al 20% l'esercito avrebbe potuto acquistare circa 5.000 droni terrestri nel primo semestre. Per i produttori si è aperta una voragine: contratti congelati per mesi, produzione da ricalibrare per restare a galla, e diverse aziende importanti che hanno rischiato la bancarotta. In poco più di quattro anni questo settore era cresciuto parecchio: oltre 280 imprese coinvolte e circa 550 tipi di droni in commercio. Una legge che corre contro il tempo La cura è semplice sulla carta: togliere l'IVA ai droni terrestri. Ma per farlo serve una normativa che definisca una nuova categoria, e ci si sta lavorando di corsa. Il disegno di legge è stato presentato il 19 maggio e verrà discusso nelle settimane successive. Anche se passasse in tempi record, però, il danno è già fatto: dalla Difesa stimano che ci vorranno mesi per rimettere in moto la produzione. Almeno due, secondo Fedirko. Eppure l'Ucraina di questi UGV ha ancora un disperato bisogno. La Difesa punta ad acquistarne circa 50.000 entro la fine dell'anno. Il prezzo di un drone terrestre oscilla tra i 4.500 e i 90.000 euro circa per unità, ed è fondamentale che siano esentati dalla tassa. Come spiega lo stesso Fedirko, parliamo di un risparmio compreso tra otto e dieci miliardi di grivnie, qualcosa come 180 o 225 milioni di euro. Resta una domanda. Se questi mezzi sono così cruciali per il fronte e per l'industria, perché tanto ritardo? Perché non intervenire prima dell'entrata in vigore del 20% sulle elettriche? La risposta, secondo i responsabili del settore, sta nel fatto che si tratta di una tecnologia troppo nuova: i legislatori faticano persino a definirla, anche perché le norme europee su cui l'Ucraina si basa non prevedono specifiche chiare per gli UGV. I ritardi, intanto, non pesano solo sui bilanci. Pesano sul campo, perché significano restare senza mezzi essenziali alla strategia militare di terra. "Per l'Ucraina, sei mesi sono un'eternità".
