I really like getting this look at Tynan's worldview, and I extra like that that worldview is being expressed to Zuurith of all people, who would never agree with Tynan on this but this is how he's ended up ruling his city. Both Tynan and Zuurith don't seem to get the idea that some people follow Da Rules™ because they understand those rules and why their important, which I'd say Tynan doesn't get because he's a dick and also isn't responsible for a city full of people, and I'd say Zuurith doesn't get because at this point he's explicitly disconnected from his people. Both of those things come from a lack of understanding toward others but in two different ways; Tynan thinks people won't follow rules if there's no "threat" over breaking them because he assumes everyone is just as much of an asshole as he is. Zuurith seems to think people won't follow rules without consequences because he thinks he's above his subjects. This is fully countered by what we can sorta gleam of Vash's worldview, which seemed to center on uplifting his people for who they were and what they wanted, not for who he wanted them to be. He didn't give them nearly as many rules as Zuurith because he trusted them more than Zuurith trusts his people, and we also see that in how he treats Kendal, fostering his uniqueness and protecting him from danger while explicitly not telling him what he must do. Tynan is also wrong about why Vash banished him, Vash didn't banish him because Tynan wasn't following the rules and Vash could punish him for that, he banished him because Tynan was being a dangerous problem and Vash needed to protect his people, which is the main thing Tynan and Zuurith miss when it comes to rules.
