Generally, coercion with little to no other factors would be considered dubcon. But idk, it really depends on their dynamic and each character's intentions going in.

Like, if Garf wants to do it, but he's just nervous or insecure, then Roman coaxing him may not be dub-con, especially if these kinds of behaviours are repeated and expected between them. If Garf find it comforting, encouraging, and has consented to that kind of dynamic, then it's not dub-con.

But if Garf doesn't want to do something and/or Roman is determined to make it happen regardless, that is dub-con, non-con even if Garf doesn't come around to the idea mentally but follows through anyway.

To really break it down: dub-con means consent is unclear, coerced, or pressured. Non-con means there is no consent at all. Is Garf feeling like he has to do as Roman says, or like he wants to do it?

It's hard to define 'good' elements for any trope or plot because what's good is entirely subjective. I love a good power imbalance, blackmail, or sex pollen fic, but others might prefer something more omegaversey, or substance fueled.

Honestly, I rarely try to write this kind of thing by definition; I just write what I want, and when I'm done, I'll examine it beat for beat to determine if it needs warnings like dub or non-con, etc.
