Tribals continued to hold centrestage of Prime Minister Narendra Modi’s speech for the second consecutive day on Thursday as he replied to the Motion of Thanks to the President’s address in the Rajya Sabha.

A day after he hit out at Congress leader Adhir Ranjan Chowdhury in Lok Sabha for “insulting” President Droupadi Murmu (with his ‘rashtrapatni remark), Modi singled out Congress for his attack in the Upper House saying, “Had Congress worked with good intentions for tribals, I would not have to work so hard in the third decade of 21st century. Congress created hurdles in development. India lost six decades while smaller countries progressed.”

Accusing the main opposition party of indulging in appeasement politics, Modi made a big announcement by pledging “to achieve saturation levels in schemes to benefit everyone during ‘Azadi Ka Amrit Kaal’”. This is true secularism, he asserted.

Prime Minister Modi said 100% saturation in all schemes will put an end to all kind of appeasement. True secularism is making sure that the benefits of different government schemes reach all eligible beneficiaries, he stressed.

“For decades, the development of tribal communities was neglected. The Congress only engaged in ‘tokenism’ and never tried to find permanent solutions to problems confronting the country. We gave top priority to their welfare. People of the country are repeatedly rejecting Congress. People are watching them and punishing them. The country is with us,” Prime Minister Modi maintained.

Speaking about what his Government did for the tribal community, Modi said, “We identified 110 aspiration districts in the country. Education, infra, and health have improved in these districts due to continued focus and performance review. This has benefitted more than 3 crore tribals.”

“They (Congress) used to say ‘Gareebi Hatao’ but did nothing for over 4 decades. While we work hard to meet the expectations and aspirations of the people of the country,” Modi said.

With Opposition sloganeering and demanding a JPC probe into the Adani controversy, the PM said the more ‘keechad’ you throw at us, the lotus will bloom even more.

Tribals will play a key role in deciding the fate of parties in the Assembly polls in 13 States in the next year and a half leading to the 2024 Lok Sabha elections. As many as 404 Assembly seats reserved for Scheduled Tribes and 47 ST Lok Sabha seats will be up for grabs.

He studied only till Class 10 and regrets not being able to attend college or university. A small tribal community by the name Toto with a population of just over 1600 and living in West Bengal’s Alipurduar district is in the news these days — one of its members has been awarded the Padma Shri.

Dhaniram Toto’s unflinching quest for the Toto (Dengka) language’s script and alphabets has fetched him the coveted award. While he wants an autonomous development commission to uplift the Toto tribe, the Class X pass out points out that it was during authoring the books ‘Dhanua Toto’s Kothamala’ and ‘Duemara Thitre’ that he felt the need for developing the Toto script and alphabets. For, he had to write the books using the Bengali script.

Thus started his mission in 2005 and its unrelenting pursuit took him the next 10 years to develop it in entirety. Since he is not a trained linguist, he had difficulties in matching sounds to words. But then, through hard work and sheer determination, Dhaniram created the Toto alphabet which has 37 letters, including 22 consonants, 9 vowels and 6 diphthongs.

The Toto language script possesses the ISO 15924 Code/Key Toto/294 and it officially made its debut on May 22, 2015. The ISO code is an international standard defining codes for scripts or writing systems. 

Hailing from Totopara village in Alipurduar district, the creator of the Toto language script and Toto alphabet has also compiled a dictionary of Toto words.

Dhaniram’s “biggest regret in life” is not having been able to attend college and university. But he has ensured his son, Dhananjay, doesn’t miss out on them. In fact, his son is the first from the community to have a Master’s degree while there are a dozen-odd other graduates from the tribe.

At the same time, he demands reservation for his community in Government jobs, saying unless the young generation gets jobs, the community will not progress further. “Without jobs, dropouts will increase which will be a huge setback to the community. Thus, we want at least, there should be some reservation for our community in government jobs,” Dhaniram maintains.

“I request the government to create a board/commission for the Toto community to help our people progress further in their lives. I would like any educational institution to step up and use my script to preserve our rapidly vanishing language,” he outlines.

Terming the Centre’s announcement of Padma Shri to him, Dhaniram says it is like a gift to the entire Toto community. “This comes as a recognition to the people for the language they speak. It is our duty to work for our community, its people and the country. We have to work hard to preserve our language,” he emphasises.

Dhaniram is now working on creating the grammar for the Toto language.

RSS runs camps, schools in rural and tribal parts of India as part of its social service initiatives. This helps RSS get legitimacy and funds from companies like Cisco, Microsoft etc.

RSS has mastered its underground operations so well that it uses lots of different intermediaries, channels and complex obfuscation methods to funnel money to its various arms.

But note the type of education that is imparted and prepare to be startled.
