Only getting to season 3 of horizons and it's like seeing ult after seeing his design for months. I would say he and Roy are gay because ult following him in the rival to lover dynamic but also it's like.... Pokémon characters are hard to tell their ages aside from guessing they are a teen or young adult. Aside from old people that's easy naturally. As it's like teens are allowed to be short without being like a kid I guess. But because it's hard to tell it's like "maybe but since it's hard to tell. Leave it at future potential lovers."
For what it's worth, the Horizons characters are only 1-2 years apart from the start of the show; one year passes between Liko joining the Rising Volt Tacklers and Laqua v1, stated in the show, and there's a year timeskip. So whatever time passes afterwards - it could be another year for all we know - it's after Ult has already joined the group.
So there's probably only a year or two between Roy and Ult!
But, how comfortable you are with that dynamic for shipping is up to you. Ult feels less mature, but not terribly so; I still consider him part of the group and not someone beneath the original trio. I don't personally ship it but I definitely see where it's coming from.
