My personal headcanon is that Serena was born and raised in Johto before movie to Kalos with her mother.
However, what throws a wedge in this is the bit in the Looker post-game story where a Kantonian tourist runs into the Bureau screaming in grief over their Pokemon being stolen and in-universe the protag has no clue what they're saying. It's to the point where Mimi needs to use her powers to translate the convo being had between Emma and the tourist via telepathy.
And it'd be very fair to assume that since Johto and Kanto are connected neighbours then they'd speak the same language, even taking dialect differences into account.
So what's more plausible? Serena hailing from a region that isn't Johto or Kanto? Or Johto and Kanto having such drastic differences in dialect that attempts to communicate swiftly turn into that scene in Hot Fuzz?

I really fw Serena being a mix of a girly girl and a tomboy
